Dubai Creative Clusters Authority fosters Dubai’s creative industries to establish Dubai as a global innovation hub

In 2014, His Highness Sheikh Mohammed bin Rashid Al Maktoum, in his capacity as Ruler of Dubai, issued “Law No. 15 of 2014 concerning the Creative Clusters in the Emirate of Dubai”. A new mandate to lead the development of Dubai’s creative industries in support of the Dubai Innovation Strategy led to DTMFZA being renamed as Dubai Creative Clusters Authority

The Authority is mandated to promote Dubai as one of the world’s most attractive cities for creative businesses.  The mandate has 3 key components:

  1. Regulatory for Free Zone clusters
  2. Develop policies and programmes to enable cluster development
  3. Lead responsibility for Dubai’s creative industries

Creativity is increasingly central to the development of today’s knowledge-based economy. The creative industries, loosely defined as industries that use intellectual capital as their primary input, range from film to design and gaming to architecture. These industries are critical drivers of innovation, the engine of growth in knowledge-based economies; generating high-value, highly skilled employment. The creative industries also contribute greatly to an enhanced quality of life.

As Dubai moves towards the implementation of a number of ambitious initiatives – the Dubai Plan 2021, Expo 2020 and the Dubai Innovation Strategy – Dubai Creative Clusters Authority is committed to forging Dubai’s global reputation as a leader in creativity and a hub for innovation.

The Authority is committed to attract, retain and grow creative businesses in Dubai, enhance the ease of doing business and remove impediments to growth in order to position Dubai as the regional and international destination for startups, established industry leaders and creative talent from across the world.

To foster the growth of Dubai’s creative industries and create an environment in which creative businesses can flourish, the Authority develops evidence-based policies and programmes. It also actively develops the size and skills of the creative talent pool, promotes entrepreneurship and innovation, provides financial support, creates joint forums between creative industries government, and provides a platform for research, intelligence and advocacy.

His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai approved the launch of the Dubai Innovation Strategy in November 2014 to transform Dubai into the world’s most innovative city. The strategy’s 10 pillars provide an inclusive framework which brings together the government, private sector, citizens, and international partners in order to achieve its objectives.
